PHE Kurram E-Bidding Tender for DHQ Hospital Parachinar Water Supply and Solarization

The Executive Engineer, Public Health Engineering Division Kurram, Government of Khyber Pakhtunkhwa, invites electronic bids through E-PADS from eligible firms and contractors under the KPPRA Procurement Rules 2014, using the Single Stage Single Envelope procedure.

Mandatory registration: Contractors must have active registration with the Pakistan Engineering Council and Federal Board of Revenue, and registration with the Khyber Pakhtunkhwa Revenue Authority. Work at Serial No. 1 is open exclusively to firms pre-qualified with PHED.

Submission and opening: Financial bids must be accompanied by bid security equal to 2% of the estimated project cost, together with stamp duty, in the form of a Call Deposit Receipt in the name of the Executive Engineer, PHE Division Kurram. Sealed envelopes must reach the office by 28 November 2025 at 12:00 noon. Bids will be opened the same day at 12:30 p.m. in the presence of bidders or their representatives.

A pre-bid meeting will be held on 20 November 2025 at 11:00 a.m. at the office of the Executive Engineer, PHE Division Kurram.

Bid conditions: Firms quoting rates up to 10% below the engineer's estimate must submit 2% bid security. Firms quoting more than 10% below and up to 20% below the BOQ must submit an additional 8% Call Deposit, besides the 2% bid security. Other conditions under KPPRA Notification No. 6050-71 dated 10 May 2022 also apply.

Non-refundable stamp fees of 0.03% of the estimated cost must accompany the bid in the form of a CDR. A bidder failing to submit these fees will be considered non-responsive. Scanned copies of the bid-security CDR and fee CDR must be uploaded to E-PADS, and the CDRs will be verified with the relevant bank before opening the financial bids.

Firms must provide all relevant registration documents, duly signed and stamped by the owner or authorized representative. Further bidding information may be obtained from the Executive Engineer's office on any working day. Detailed information for Work Serial No. 1 may be obtained before the closing date and time.
